環境惡化無路可退中國的環境問題並非始自今日。早在上世紀90年代，環境污染問題就已非常嚴重。如淮河流域。在上世紀90年代五類水質就佔到了80％，整個淮河常年就如同一條巨大的污水溝。1995年，由環境污染造成的經濟損失達到1875億元。
據中科院測算，目前由環境污染和生態破壞造成的損失已佔到GDP總值的15％，這意味著一邊是9％的經濟增長，一邊是15％的損失率。環境問題，已不僅僅是中國可持續發展的問題，已成為吞噬經濟成果的惡魔。
目前，中國的荒漠化土地已達267.4萬多平方公里；全國18個省區的471個縣、近4億人口的耕地和家園正受到不同程度的荒漠化威脅，而且荒漠化還在以每年1萬多平方公里的速度在增長。
七大江河水系中，完全沒有使用價值的水質已超過40％。全國668座城市，有400多個處於缺水狀態。其中有不少是由水質污染引起的。如浙江省寧波市，地處甬江、姚江、奉化江三江交匯口，卻因水質污染，最缺水時需要靠運水車日夜不停地奔跑，將鄉村河道里的水運進城裡的各個企業。
中國平均1萬元的工業增加值，需耗水330立方米，並產生230立方米污水；每創造1億元GDP就要排放28.8萬噸廢水。還有大量的生活污水。其中80％以上未經處理，就直接排放進河道，要不了10年，中國就會出現無水可用的局面。
全國1/3的城市人口呼吸著嚴重污染的空氣，有1/3的國土被酸雨侵蝕。經濟發達的浙江省，酸雨覆蓋率已達到100％。酸雨發生的頻率，上海達11％，江蘇大概為12％。華中地區以及部分南方城市，如宜賓、懷化、紹興、遵義、寧波、溫州等，酸雨頻率超過了90％。
在中國，基本消除酸雨污染所允許的最大二氧化硫排放量為1200萬~1400萬噸。而2003年，全國二氧化硫排放量就達到2158.7萬噸，比2002年增長12％，其中工業排放量增加了14.7％。按照目前的經濟發展速度。以及污染控制方式和力度，到2020年，全國僅火電廠排放的二氧化硫就將達2100萬噸以上，全部排放量將超過大氣環境容量1倍以上，這對生態環境和民眾健康將是一場嚴重災難。
1月27日，瑞士達沃斯世界經濟論壇上有人預言，如果再不加以整治，人類歷史上突發性環境危機對經濟、社會體系的最大摧毀，很可能會在不久的將來出現在中國。
治理污染陷於兩難有一種說法，要在經濟發展的同時控制好環境，在環保方面的投入須達到GDP的1.5％以上。但這是在環境保護本來就非常良好的情況下，在中國，根據上海的經驗，要真正有效地控制環境，環保投入須佔到GDP的3％以上。而在過去20年裡，中國每年在環保方面的投入，在90年代上半期是0.5％，最近幾年也只有1％多一點。環保是一種「奢侈性消費」，投入大，對GDP貢獻小，因此，一些本應用於環保方面的專項資金，也被挪作他用。
目前中國在環境問題上進退兩難:再不治理，未來無法保障；真要治理，則需大規模投入，眼前的經濟又難以承受。
有人算過，雲南滇池周邊的企業在過去20年間，總共只創造了幾十億元產值，但要初步恢復滇池水質，至少得花幾百億元，這是全雲南省一年的財政收入。淮河流域的小造紙廠，20年累計產值不過500億元。但要治理其帶來的污染，即使是幹流達到起碼的灌溉用水標准也需要投入3000億元。要恢復到20世紀70年代的三類水質，不僅花費是個可怕的數字，時間也至少需要100年。
違法成本低執法成本高就微觀角度說，在過去20年裡，國內製造業在無法依靠技術進步降低能耗、降低成本的情況下，只能朝兩個方面挖潛:一是工資，二是環保。最簡單的事，例如水泥生產，要達到起碼的環保要求，每噸水泥需增加8元成本，占水泥出廠價的5％。紡織業每年排放的廢水超過10億立方米，如要處理，則每噸需花費1.2~1.8元。提高生產成本5％。而絕大多數企業根本就沒有這么高的利潤率。因此只能在環保問題上打游擊:或是不建任何廢水處理設施:或是建立以後就當擺設，白天把污水放到處理池裡，晚上沒人時就排放到河裡，這樣就可以節省一大筆成本。在市場的無序化競爭中，這5％的成本。往往就決定了企業的盈與虧、生與死。
而中國在環保執法上的兩高一低——守法成本高、執法成本高、違法成本低，也助長了這種傾向。通常的情況是，環保部門為取證一件違法偷排事件，需耗費50萬元，而最終落到違法企業頭上的罰款，則只有區區5萬元，包括正在勁刮的所謂「環保風暴」。
一些投資數十億元的特大電站項目，違反環境評價擅自開工建設，最後的罰款也不過20萬元。區區20萬元罰款，對於一個投資超億元的項目來說，簡直是九牛一毛。這樣的處罰力度對違法行為談何震懾力？因此《環保法》歷來被人稱為「豆腐法」。
一場環保風暴將涉及數十萬家企業，由此帶來的結果必然是:大批企業的破產倒閉，大量人員失業，企業成本大幅提高，國內物價指數迅速地突破兩位數。因此，無論是宏觀成本，還是微觀成本，實際上都無法承受。
四個因素阻礙環境治理對環保部門在執法過程中遭遇的巨大阻力，國家環保總局副局長潘岳總結出了四個方面的原因:
首先，一些地方對科學發展觀認識不到位，單純追求經濟增長速度。一些高能耗、重污染的小冶煉、小鐵合金、小化工等被明令禁止的項目，在一些地方竟然呈現蔓延的趨勢。
其次，部分地方政府在招商引資中，片面強調簡化審批，限期辦理相關手續。而不管項目是否會存在污染情況，只要來投資就批准，個別地方在建設項目環境影響審批中存在「首長意志」、「先上車，後買票」等違法現象。
再次，環評質量亟待提高。有些環評單位不堅持科學評價，不敢以客觀的事實和科學的數據說話，評價結論含糊，模稜兩可，將項目的環境可行性與否的結論推給審批部門，甚至極個別的環評單位弄虛作假，編造、偽造數據，或者隱瞞事實，嚴重影響環境影響評價制度的落實，使環境影響評價流於形式，喪失了第三方咨詢機構起碼的科學性和公正性。
最後，信息公開和公眾參與工作開展不足。我國目前的環境影響評價制度是政府主導型，以有限的政府力量去監管數量龐大的建設項目，顯然力不從心。
其實，環評法遇到的阻力更有背後的經濟利益在驅使。
掀起真正的「環保風暴」
中國是一個在環境上迴旋餘地極小的大國，又是一個在全球資源、市場基本被瓜分完畢後崛起的一個後起國家。中國沒有任何可能像某些先行國家那樣，等到環境惡劣到極點後再來治理。
但中國又是一個發展中國家，別人走過的先發展經濟、再治理污染的道路，中國不可避免的也會走一遭。
世界各國的歷史已經表明，在經濟增長與環境變化之間有一個共同的規律:一個國家在工業化進程中，會有一個環境污染隨國內生產總值同步高速增長的時期，尤其是重化工業時代:但當GDP增長到一定程度，隨著產業結構高級化，以及居民環境支付意願的增強。污染水平在到達轉折點後就會隨著GDP的增長反而戛然向下，直至污染水平重新回到環境容量之下，此即所謂環境庫茲涅茨曲線，當年日本的發展過程就是這一規律。
毫無疑問，中國沒有可能跨越這樣一個重化工業時代。因為中國的人口太多，國家太大，無法像芬蘭那樣，在本國製造業尚不發達的情況下，藉助於全球化分工，直接.進入高科技時代。
上世紀90年代末，筆者曾回過蘇南老家，小時候那種清清河水，坐著船就可到達四鄉八鎮的情景已一去不復返了。而令筆者吃驚的是，造成這種局面的主要因素竟然是最普通的生活垃圾。在中國，即使不發展工業，由人口增長帶來的污染物，也足以使環境惡化到令人無法容忍的地步，即便是治理這樣的污染，也需要大筆投資，需要有經濟基礎。
