根據《教師法》規定，對於中學及以下歷史教師，嚴格來說對英語水平是沒有限制的，也就是沒強制規定必須達到英語幾級。
倒是普通話有規定。
附：教師報考條件

（一）思想品德條件：遵守憲法和法律，熱愛教育事業，履行《教師法》規定的義務，遵守教師職業道德。並經申請人員單位或戶籍所在地鄉（鎮）或街道辦事處思想品德鑒定合格；應屆畢業生，由所在學校進行思想品德鑒定。
（二）學歷條件：
申請教師資格與應當具備的學歷條件：
1． 幼兒園教師：幼兒師范學校畢業及其以上學歷；
2．小學教師資格：中等師范學校畢業及其以上學歷；
3．初中教師資格：高等師范專科學校或其他大學專科畢業及其以上學歷；
4．高中、中等職業學校教師資格：高等師範本科學校或其他大學本科畢業及其以上學歷；
5．中等職業學校教師實習指導教師資：中等職業學校畢業及其以上學歷，並具有相當助理工程師以上專業技術職務或者中級以上工人技術等級；
6．高等學校教師資格：研究生或者大學本科畢業學歷；
7．成人教育教師資格：高等、中等學校畢業及其以上學歷。
在校生（大二、大三、應屆畢業生）憑學生證或相關證明均可報名參加考試。
（三）教育教學能力
1．具備承擔教育教學工作所必須的基本素質和能力。非師范教育類專業畢業的人員需參加教育學、心理學補修、測試和教育教學能力測評，成績合格。
2．普通話水平應當達到國家語言文字工作委員會頒布的《普通話水平測試等級標准》二級乙等以上標准，並取得相應等次《普通話水平測試等級證書》。
3．具有良好的身體素質和心理素質，無傳染性疾病，無精神病史，適應教育教學工作的需要，經教師資格認定機構組織在縣級以上醫院體檢合格

說實話，在哪裡學習都一個樣。。。學習氣氛固然重要，但更重要的還是你自己在大學期間的努力，努力學到些自己認為有用的，同時把自己所學專業的成績搞好！！！做個優秀畢業生！！！話說回來，個人感覺，你想學歷史系的專業，還是去個比較文科性質的學校比較好吧，當然最好的是北京大學，還有很多，首都師范大學，北京語言大學等等，你自己到網上搜索，登陸對應大學的網站，歷史系是比較普遍化的學科系別，一般大學會有的，然後自己比較比較哪個更適合自己，！能考上的才是最好的！！！對吧？？？
至於英語成績，現在國家對本科的普及程度較高，只要是公辦大學應該都是要求英語CET4考過425分，前幾年 2009年左右還存在大學的校內四級一說，就是會比425分低一些，讓學生們拿到畢業要求的英語成績合格單，但是現在貌似嚴格了，應該就是425.。。。。。放心吧，四級好過，多做真題，針對不同題型，找出答題技巧，及格分肯定沒問題，實在沒有把握，現在不是有很多補習班嗎，隨便報一個，聽聽老師講的，肯定OK~
