這是一個虛擬條件句。從句部分為省略if的倒裝結構。
我們常用的虛擬句，無論主句還是從句，對時間的虛擬都是統一的，於是就會產生主句要比從句往前推一個時間點或時間段，就有了「從句did，主句would do；從句had done，主句would have done」。
但除此以外，英語中還存在主從句虛擬時間不一致的情況，你的例子就屬於這種，在語法上叫做混合虛擬。其中從句是對過去的虛擬，而主句則是對現在的虛擬：
If Bob had not interfered inhis sister's marital issues，如果Bob不幹涉他妹妹的婚姻，事實上他干涉了，與過去的事實相反；
there would be peace between them now，他們現在就會和好，事實上現在沒有和好，與現在的事實相反。
這里的關鍵詞是「now」，如果沒有這個時間副詞，那麼說話者其實在表達：如果Bob不幹涉她妹妹的婚姻，他們當時就和好了，這種情況就要用would have been，這時的主句是對過去的虛擬。因為有了now，要站在「現在」的角度去看，對現在時點的虛擬，也就是題干中表達的真正含義：他們現在就會和好了。
有點啰嗦，但願你能理解。其實虛擬並不難，只是說話者帶有感情色彩的主觀判斷。但在考試中往往會提及標志性的時間副詞來迷惑答題者。所以理解英語句子一定要看語境，不能像背公式那樣套。
