站在普通市民的角度，我们希望看到山庄实现更好的发展，这需要更多政策层面的扶持，也需要管理者更大的作为。同时，为了能更好地保护好山庄的一草一木，我们作为一个市民又该有怎样的责任和义务呢？从保护的角度来看，同样是世界文化遗产地的北京故宫开闭园时间为旺季8：30-17：00,淡季8：30-16：30。考虑到避暑山庄的特殊性，为了方便市民晨练，我们的游览时间为6：00-18：00,并且旺季期间延长至21：00。按照这一做法，凡是持有年票的市民均可以在有效期内参观游览，这样做当然满足了部分人要求，但其得到的后果是：第一，节假日期间外地游客和市民同时大量涌入景区，在给景区管理造成极大的压力。第二，在很大程度上人为破坏了园林植被和古建筑的生态平衡，不利于世界文化遗产的保护和发展。由此可见，这无异于一种“透支消费”未来不可再生资源，而这样的后果是不可逆的。
按照世界文化遗产组织相关规定，为了实现文物古建筑有效保护，遗产地营业时间必须远远低于景区休养恢复时间。因此，根据我们的实际情况，我个人有以下几点建议：一是以市民年票价格调整作为合理控制入园客流量的一种手段。这点可以参照同类遗产地景区年票管理办法。二是可以划分市民晨练票、游览票等不同种类，这样既照顾了部分市民的晨练要求，也可以起到调控入园人数、让位于游客的作用。三是可以采取刷卡入园的方式，“按次计费、计次刷卡”。
避暑山庄是我们共同的财富，实现其保护和发展需要管理者和我们全体市民的共同参与，只有真正做到保护世界遗产人人有责，才能人人共享保护成果。
