复旦大学社会发展与公共政策学院社会学系特聘教授王丰认为，从“单独二孩”到“全面二孩”，我国计划生育的改革还“留了一个小尾巴”。
以现有政策为例，如果社会抚养费没有取消，生三孩仍将被认定为超生，面临缴纳社会抚养费的问题。
