❶ 援外青年志愿者选派和管理暂行办法

第一条为规范援外青年志愿者选派和管理工作，促进青年志愿者援外服务工作的健康发展，特制定本办法。第二条援外青年志愿者是指利用国家对外援助资金，由专门机构选派到发展中国家，直接为发展中国家当地人民服务的青年志愿人员。第三条援外青年志愿者主要被派往对中国友好的发展中国家从事教育、医疗卫生和其他有益于发展中国家公益事业发展的服务。第四条援外青年志愿者是国家援外人员的组成部分，以志愿人员身份到发展中国家工作。第五条商务部是援外青年志愿者援外服务的主管部门。

（五）品行端正，无犯罪、记过处分记录；
（六）忠于祖国，乐于奉献，热爱志愿服务事业，志愿到发展中国家从事志愿服务工作。第七条援外青年志愿者应遵守派遣援外青年志愿者的有关规定，遵守援外人员有关规定，接受中国驻外使领馆的管理；遵守受援方的法律、法规，尊重受援方的风俗习惯及服务单位的各项规章制度。第八条商务部负责制定派遣援外青年志愿者年度计划，包括派遣国别、人数、服务岗位、服务时间以及资金预算等内容。第九条商务部负责与受援方有关部门商谈、签署合作协议。
中国青年志愿者协会根据合作协议负责组织招募、选定、培训和派遣援外青年志愿者。第十条中国驻外使领馆经济商务参赞处（室）负责援外青年志愿者在国外工作期间的管理工作。第十一条中国青年志愿者协会可以通过商务部网站、中国志愿服务网、新闻媒体等发布招募启事，面向社会公开招募援外青年志愿者，也可以根据需要有针对性地面向具体地区或单位进行定向招募。第十二条中国青年志愿者协会根据公开、公正、公平的原则，按照集中考试、公布成绩和录取等步骤选拔录用援外青年志愿者。援外青年志愿者名单报商务部备案。第十三条中国青年志愿者协会应根据国家关于援外青年志愿者的有关规定与援外青年志愿者签订志愿服务合同。第十四条援外青年志愿者赴国外服务前，中国青年志愿者协会应对援外青年志愿者进行集中培训，组织培训前，应编制培训方案并报商务部批准后实施。第十五条中国青年志愿者协会根据国家关于援外人员派遣的有关规定，负责办理援外青年志愿者的出国手续。第十六条援外青年志愿者国外服务期限为6个月至2年，一般应在1年以上。第十七条中国青年志愿者协会应对援外青年志愿者在受援方服务期间的表现进行考核，考核应征求中国驻外使领馆经济商务参赞处（室）的意见，考核结束后应将考核结果上报商务部，并通知推荐单位或原工作单位。圆满完成服务任务的援外青年志愿者将获得援外青年志愿者荣誉证书，表现优秀的援外青年志愿者可以被推荐到中国驻外使领馆经济商务参赞处（室）或援外专家组工作。第十八条援外青年志愿者相关费用的规定由商务部会同有关部门制定。第十九条本办法由商务部负责解释，并自公布之日起30日后施行。
