北京奥运会、残奥会赛会志愿者通用政策
北京奥运会、残奥会赛会志愿者是指由北京奥组委组织招募，接受北京奥组委管理，需要制发奥运会、残奥会身份注册卡，赛会期间承担相应岗位职责，在北京奥组委指定的时间和岗位工作，义务为北京奥运会、残奥会服务的人员。本政策是面向奥运会、残奥会赛会志愿者制定的通用政策。
一、志愿者的基本条件
（一）自愿参加北京奥运会、残奥会志愿服务；
（二）1990年6月30日（含）前出生，身体健康；
（三）遵守中国法律法规；
（四）能够参加赛前的培训及相关活动；
（五）能够在北京奥运会、残奥会期间连续服务7天以上；
（六）母语为汉语的申请人应具备基本的外语交流能力，母语不是汉语的申请人应具备基本的汉语交流能力；
（七）具备志愿服务岗位必需的专业知识和技能。
二、志愿者的权利和义务
（一）权利
1．了解赛会志愿者政策；
2．在岗位确定之前表达工作岗位的意愿；
3．获得必要的工作保障；
4．维护自身的正当权益；
5．参加赛会志愿者评比表彰；
6．对赛会志愿者工作提出意见和建议；
7．申请退出志愿服务。
（二）义务
1．遵守奥林匹克宪章，遵守国际残疾人奥林匹克委员会章程，传播奥林匹克精神；
2．遵守北京奥组委各项政策和规章制度；
3．履行经本人签署的志愿服务承诺书；
4．完成相应的培训；
5．服从北京奥组委对志愿服务工作岗位的安排；
6．服从北京奥组委的指挥和调配，认真完成志愿服务工作任务；
7．服从志愿服务期间所在团队的管理。
三、志愿者的招募
（一）来源
奥运会、残奥会赛会志愿者主要在北京地区招募，以北京高校学生为主要来源，同时面向全国各省市自治区居民、港澳同胞、台湾同胞、海外华人华侨和外国人招募一定数量的赛会志愿者。
（二）报名途径
1．北京奥组委指定的相关机构，负责接收本单位内或特定区域内申请人的自愿报名。
2．相关机构范围以外的申请人，通过北京奥组委网络报名系统报名。
（三）报名时间
赛会志愿者的报名时间为2006年8月至2008年3月。
（四）招募流程
1．赛会志愿者的招募流程主要包括申请人报名、材料审核、面试、测试、岗位分配、背景审核、发出录用通知等。
2．北京奥组委按照招募流程分批次在申请人中录用赛会志愿者，2007年8月发出第一批赛会志愿者录用通知。赛会志愿者录用工作于2008年5月完成。
（五）京外赛区赛会志愿者的招募
青岛、天津、上海、沈阳、秦皇岛、香港赛区的赛会志愿者招募工作，根据北京奥组委制定的统一政策，在北京奥组委的指导下，由各赛区赛事组织机构负责实施。
四、志愿者的培训
（一）培训内容
1．通用培训。通用培训的内容包括奥林匹克基本知识、北京奥运会和残奥会概况、中国历史及传统文化、北京历史及文化生活、残疾人服务知识和技能、礼仪规范、医学常识及急救技能等。通用培训将针对赛会志愿者申请人广泛开展。
2．专业培训。专业培训的内容包括按志愿服务岗位的专业要求所应掌握的相关专业知识和技能。
3．场馆培训。场馆培训的内容包括场馆功能、场馆内比赛相关知识、内部设施、组织结构、规章制度等。
4．岗位培训。岗位培训的内容包括岗位职责、工作任务、业务流程、操作规范等。
（二）培训方式
1．远程培训。远程培训主要包括网络培训、广电媒体培训和函授培训。
2．面授。
3．实践培训。实践培训主要包括公益实践活动、专题活动和参加测试赛。
五、志愿者的服务领域和班次安排
（一）服务领域
1．赛会志愿者主要在场馆（含竞赛场馆、训练场馆和非竞赛场馆）进行志愿服务。根据奥运会、残奥会运行的实际需要，部分赛会志愿者的工作岗位具有流动性，不在固定场馆进行志愿服务。
2．赛会志愿者的服务领域主要包括礼宾接待、语言翻译、交通服务、安全保卫、医疗卫生、观众服务、沟通联络、竞赛组织支持、场馆运行支持、新闻运行支持和文化活动组织支持，及其他北京奥组委指定的领域。
（二）班次安排
赛会志愿者原则上每天工作一个班次，一个班次不超过8小时。特殊岗位将视实际情况确定合理的时间班次。
六、志愿者的保障和激励
（一）工作保障
1．制发身份注册卡；
2．提供工作制服装备；
3．提供工作期间的餐饮；
4．提供市内特定区间的免费公共交通服务；
5．提供工作期间的人身意外伤害保险。
（二）表彰激励
1．颁发奥运会、残奥会志愿服务证书和证章；
2．评选优秀赛会志愿者个人、团队和工作机构，授予荣誉称号；
3．根据服务时间和服务效果，赛会志愿者可以获得奥运会、残奥会纪念品；
4．奥运会、残奥会结束后，建立志愿者纪念设施。
（三）赛事举办地以外的赛会志愿者，自行承担从居住地到赛事举办地的往返交通费用，在赛事举办地的住宿费用和在工作期间以外的餐饮费用。
（四）对于不履行义务的赛会志愿者，北京奥组委将根据相关规定，取消其北京奥运会、残奥会赛会志愿者资格。
《北京奥运会、残奥会赛会志愿者通用政策》由北京奥运会志愿者工作协调小组负责解释。
