我曾有十年的吸煙史，幾年前戒了；不僅知道吸煙對身體的傷害，更悟出了徹底消除煙災之法——著眼於未來，立足於現在，從保護青少年入手；即：「禁止向人遞煙或勸吸」。如此，便有望在50年內使一國無煙。因為現在正吸煙的人到那時將消失或無力吸煙或早已戒煙，而現在還未吸煙的人，會因此沒有染上煙贏的機會 。並且，策劃用50年左右的時間使一國無煙，將有足夠的時間解決相關經濟問題。因為，企業可以轉型，經濟可以轉軌；相關的社會問題也將隨之瓦解。

吸煙是一種習慣，這種習慣源自第一支煙，而第一支煙絕大多數都是別人遞的，因為那時他還沒有吸煙的習慣，所以不會主動要吸煙；有因好奇而偷著品嘗的，但通常只吸一兩口就會厭惡，因為那滋味對他來說實在難受。遞煙者是以恭敬的姿態遞的，接受者會因此產生被尊重的感覺，青少年還會有自豪感、成熟感。這些感受太美好了。然而，這些感受卻是他接受並吸完第一支煙的真正原因；也是他克服因吸煙產生的不適，並堅持，乃至養成習慣的絕對動力。因為，從此他會盼望那種被人尊重、自豪等美好的感受；繼而以「禮尚往來」為理由，鄭重其事地買起煙來，意圖回報；他視別人對自己的尊重為大恩大德；有恩不報非君子啊，何況還能換取別人的「禮尚往來」，使那美好的感受延綿不絕。就這樣，一步步走上了自殘意義的慢性自殺的道路——吸煙。

因此可以斷定，遞煙行為是煙災的源頭，是毒根。若不用強制手段約束，那遞煙的陋習不可能被鏟除 。唯有在法律方面將之定性為違法的，在道德方面定性為害人的、不尊重人等不道德、不文明的行為，才能有效遏制毒根的蔓延。從而能有效保護那些還沒有吸煙的孩子們和解救那些想要戒煙卻不可「自拔」的人們。 許多決心戒煙者，因人遞煙而自感盛情難卻，再者禁不住誘惑，又外加冷嘲熱諷，所以少有成功的。如果沒有人遞煙，就少了一大誘惑；因此，戒煙成功的可能性就會大很多。如果立法「禁遞」，初吸者就不會期盼那份被「尊重」（實際是受害，卻不自知）。因缺乏「刻苦」的動力就不會對吸煙感興趣了。

其實，遞煙者並不十分情願遞煙，因為遞煙要多花錢，只是迫於人情世故，不得已而為之。如果立法「禁遞」，正好順水，他們吸煙時不必顧忌人情去遞煙；他身邊的人也不會因為對方沒向自己遞煙而懷疑人輕視自己、狂傲自大等等；因為他遞煙違法，不遞是因為要守法。

也許會有極少數人反對「禁遞」，但這種人是抽慣了「伸手牌」香煙，愛佔小便宜的那種。如果「禁遞」，我們的青少年、我們的下一代、下下一代------就沒有機會染上煙癮。毒根被除，其上之樹自然而亡。
若此法成立：1·生效之後有遞煙或勸吸行為的，受害人可索賠相關精神損失費和醫療費；2·與吸煙有關的過失，所造成的一切損失，都可找出曾向當事人遞煙或勸吸者共同賠償；3·發現孩子吸煙，家長可報警徹查，一切費用由遞過和勸過者承擔；4·還有許多想到、想不到的後果在候著，誰還會「遞、勸」？
若此法成立：執法要嚴，群眾監督要熱心，。因為關繫到每個人的子孫後代的安危。

這理念如果是美好的；我們就有責任行動起來！保護我們的子孫後代！捍衛人類的健康！
