我曾有十年的吸烟史，几年前戒了；不仅知道吸烟对身体的伤害，更悟出了彻底消除烟灾之法——着眼于未来，立足于现在，从保护青少年入手；即：“禁止向人递烟或劝吸”。如此，便有望在50年内使一国无烟。因为现在正吸烟的人到那时将消失或无力吸烟或早已戒烟，而现在还未吸烟的人，会因此没有染上烟赢的机会 。并且，策划用50年左右的时间使一国无烟，将有足够的时间解决相关经济问题。因为，企业可以转型，经济可以转轨；相关的社会问题也将随之瓦解。

吸烟是一种习惯，这种习惯源自第一支烟，而第一支烟绝大多数都是别人递的，因为那时他还没有吸烟的习惯，所以不会主动要吸烟；有因好奇而偷着品尝的，但通常只吸一两口就会厌恶，因为那滋味对他来说实在难受。递烟者是以恭敬的姿态递的，接受者会因此产生被尊重的感觉，青少年还会有自豪感、成熟感。这些感受太美好了。然而，这些感受却是他接受并吸完第一支烟的真正原因；也是他克服因吸烟产生的不适，并坚持，乃至养成习惯的绝对动力。因为，从此他会盼望那种被人尊重、自豪等美好的感受；继而以“礼尚往来”为理由，郑重其事地买起烟来，意图回报；他视别人对自己的尊重为大恩大德；有恩不报非君子啊，何况还能换取别人的“礼尚往来”，使那美好的感受延绵不绝。就这样，一步步走上了自残意义的慢性自杀的道路——吸烟。

因此可以断定，递烟行为是烟灾的源头，是毒根。若不用强制手段约束，那递烟的陋习不可能被铲除 。唯有在法律方面将之定性为违法的，在道德方面定性为害人的、不尊重人等不道德、不文明的行为，才能有效遏制毒根的蔓延。从而能有效保护那些还没有吸烟的孩子们和解救那些想要戒烟却不可“自拔”的人们。 许多决心戒烟者，因人递烟而自感盛情难却，再者禁不住诱惑，又外加冷嘲热讽，所以少有成功的。如果没有人递烟，就少了一大诱惑；因此，戒烟成功的可能性就会大很多。如果立法“禁递”，初吸者就不会期盼那份被“尊重”（实际是受害，却不自知）。因缺乏“刻苦”的动力就不会对吸烟感兴趣了。

其实，递烟者并不十分情愿递烟，因为递烟要多花钱，只是迫于人情世故，不得已而为之。如果立法“禁递”，正好顺水，他们吸烟时不必顾忌人情去递烟；他身边的人也不会因为对方没向自己递烟而怀疑人轻视自己、狂傲自大等等；因为他递烟违法，不递是因为要守法。

也许会有极少数人反对“禁递”，但这种人是抽惯了“伸手牌”香烟，爱占小便宜的那种。如果“禁递”，我们的青少年、我们的下一代、下下一代------就没有机会染上烟瘾。毒根被除，其上之树自然而亡。
若此法成立：1·生效之后有递烟或劝吸行为的，受害人可索赔相关精神损失费和医疗费；2·与吸烟有关的过失，所造成的一切损失，都可找出曾向当事人递烟或劝吸者共同赔偿；3·发现孩子吸烟，家长可报警彻查，一切费用由递过和劝过者承担；4·还有许多想到、想不到的后果在候着，谁还会“递、劝”？
若此法成立：执法要严，群众监督要热心，。因为关系到每个人的子孙后代的安危。
