站在普通市民的角度，我們希望看到山莊實現更好的發展，這需要更多政策層面的扶持，也需要管理者更大的作為。同時，為了能更好地保護好山莊的一草一木，我們作為一個市民又該有怎樣的責任和義務呢？從保護的角度來看，同樣是世界文化遺產地的北京故宮開閉園時間為旺季8：30-17：00,淡季8：30-16：30。考慮到避暑山莊的特殊性，為了方便市民晨練，我們的游覽時間為6：00-18：00,並且旺季期間延長至21：00。按照這一做法，凡是持有年票的市民均可以在有效期內參觀游覽，這樣做當然滿足了部分人要求，但其得到的後果是：第一，節假日期間外地遊客和市民同時大量湧入景區，在給景區管理造成極大的壓力。第二，在很大程度上人為破壞了園林植被和古建築的生態平衡，不利於世界文化遺產的保護和發展。由此可見，這無異於一種「透支消費」未來不可再生資源，而這樣的後果是不可逆的。
按照世界文化遺產組織相關規定，為了實現文物古建築有效保護，遺產地營業時間必須遠遠低於景區休養恢復時間。因此，根據我們的實際情況，我個人有以下幾點建議：一是以市民年票價格調整作為合理控制入園客流量的一種手段。這點可以參照同類遺產地景區年票管理辦法。二是可以劃分市民晨練票、游覽票等不同種類，這樣既照顧了部分市民的晨練要求，也可以起到調控入園人數、讓位於遊客的作用。三是可以採取刷卡入園的方式，「按次計費、計次刷卡」。
避暑山莊是我們共同的財富，實現其保護和發展需要管理者和我們全體市民的共同參與，只有真正做到保護世界遺產人人有責，才能人人共享保護成果。
