聶海勝出生於1964年9月，他也是神舟5號最終訓練組的一員。他是湖北人。高中畢業後，他就加入了中國人民解放軍空軍，成為了一名飛行員。1998年，他被選為了宇航員。

他是神舟五號最終訓練的3名宇航員之一。楊利偉和翟志剛也是其中的成員。

2005年9月23日，據說翟志剛和聶海勝被選作了神舟6好的最終訓練人選，但是最後，是費俊龍和聶海勝被選中，翟志剛有一次錯過了遨遊太空的機會。
