Still, there is no widespread familiarity with the concept of modern distance ecation in Estonia. Distance ecation is associated by most people with the kind of correspondence ecation that was offered under the old regime and is often also associated with its most evident manifestation, i.e. technology. It is therefore important to convey an understanding of modern distance ecation to the Estonian ecational systems (Distance 1993). At their meeting January 29, in 1993, the Nordic Council of Ministers made a ruling to support the Action Programme for the Baltic countries and neighbouring areas. In this Action Programme provisions were also made for ecational projects in distance ecation. On this basis, the Council accepted an application from the President of the European Distance Ecation Neork (EDEN) on behalf of the national associations of distance ecation in Finland, Norway, and Sweden to perform a feasibility study in the Baltic countries. The aims of the feasibility study were to：? assess the state of art of distance ecation in the three Baltic states, as well as to ? identify the needs that exist for further development of distance ecation in the region (Distance..., 1993). In March 1993 the Central and Eastern European countries proposed, in the framework of the working group on regional initiatives in human resources, to establish a Regional Distance Ecation Neork in co-operation with PHARE. 1.2.1音樂對促進學習英語的作用 我是從初中開始學習英語的，在此之前，從未以任何形式學習過英語，也沒有學習英語的家庭背景。

小學的時候喜歡聽小虎隊的歌，也算是個Fan。

偶爾也自己學唱幾首，但歌詞中時常會夾雜幾句英文或幾個單詞，由於不會發音，總不情願的跳過這段。

後來反復聆聽原唱，鸚鵡學舌般的學會了那幾段英文的大致「唱法」，但只會唱，不會讀，更不知道什麼意思。

這件事看起來很小，但對我影響很大，以至於我至今還記得小學時不認得的那幾句英文歌詞。

記得有一句是「能不能叫你一聲My Love，親愛的時候…」，當時知道Love是愛的意思，但My是什麼意思就不明白了。

上初中以後，當我有一天突然在課堂上學會了My這個詞的意思，竟激動的心怦怦跳。

如果說由於幾首歌是我產生了學習英語的強烈願望並堅持至今的話，未免有些牽強，但這的確使我在小學的時候對英語產生了一種「情結」。

在讀初中以後，我對美國流行歌曲產生了濃厚的興趣。

在我的同學當時還在迷戀於港台「四大天王」、周華健、林志穎的時候，我卻每天都在聽惠特尼休斯敦、瑪麗亞凱麗、麥克爾傑克遜等歌手的專輯，我幾乎搜集到了他們每張專輯的磁帶、CD和MV。

畢竟當時的英語水平是在有限，平時在課堂上還在學習How do you do. Good Morning之類的句子，歌詞肯定是弄不明白，我就去買了一本10多萬詞彙量的很厚很厚的英漢詞典。

本想有了詞典，對照著磁帶或CD中附帶的歌詞去查，應該可以弄懂，但當我翻開滿是密密麻麻解釋的詞典去查找一個個陌生的單詞時，發現每個詞竟然有那麼多釋義，再加上對語法的一無所知，所以覺得這字典是白買了。

盡管這樣，每當在聽歌的時候聽懂一個學過的單詞，都會很興奮。

每過一段時間，我都會覺得似乎在聽這些英文歌的時候竟然比以前能多聽懂很多單詞，這也反映了我英語知識的進步。

「聽」到自己的進步，真是覺得英語沒有白學，覺得很有收獲，這樣，就會愈發努力學習英語。

不僅在課堂上學，課下我還通過廣播自學了一套教材，覺得這是我迄今見過的最好的英語啟蒙和提高的教材，這里介紹給大家：《初級美國英語（Active American English）》，賴世雄編著。

後來在高中又學習了這本教材的中級，上大學後又學了高級。

1.2.2電影對促進學習英語的作用 上高中的那三年，國內VCD盛行，幾乎家家都有VCD播放機，租售影碟的店鋪也雨後春筍般的出現。

於是我又迷戀上了好萊塢電影。

當時幾乎看遍了市面上可以租到的原聲電影。

看電影的時候也時常會聽懂幾句甚至幾段，看完每部電影還會抄下電影英文名和主要演員的名字。

當時聽英文歌，看英文電影雖然聽不懂多少，對詞彙和語法知識的增長也不會有太多的促進作用，但在這種過程中，潛移默化的提高了我對英語發音、語調的認識，不斷的鼓勵我抓緊時間多學些英語知識。

由於經常、大量的接觸英文歌曲和電影，我的口語在初中和高中以及至今，都在自己周圍學習英語的圈子裡出類拔萃。

這里我要特別指出一點，我們在選擇聽或看的內容時，一定要緊跟時代的脈搏。

選擇那些當年或近兩年的音樂和電影作品。

過於久遠的作品會使人感到沉悶，其各方面的表現手段、效果與感染力也比較差，當然也有一些經典老歌和電影值得我們去回味。

我們可以利用Billboard和北美電影排行榜來選擇看和聽的內容。

1.2.3電腦和網路對學習英語的影響 在我們看和聽的過程中，不僅增長了對英語發音的常識和自信，更是使我們增長了不少文化背景知識。

另外，電腦與網路的發展也為我們學習英語創造了極為便利的條件。

比如，對電腦接觸的越多，就越能發現自己的詞彙量不足，激勵我們多學新的單詞；利用互聯網可以遠隔重洋交英語國家的朋友，利用網路語音視頻...
