可怕的數據表明：水資源短缺成了當今世界面臨的重大危機。因此，保護和更有效合理利用水資源，是世界各國政府面臨的一項緊迫任務。那麼，怎樣才能保護和更有效地合理利用水資源呢？從環境角度來說，最完善的措施是攔水和調水。改變水資源的時空分布。但這只是一個方面，而對於人類來說，更重要的是注重節約用水，提高水資源利用率：在工業方面提倡節水產業，控制污染物的排放，加強廢水處理；在農業方面應採用先進的灌溉方式（噴灌、滴灌）等。水是生命的基礎，它不僅關繫到人類生活的質量，還影響到人類的生存能力。所以增強水的危機意識，珍惜水，節約水，保護水資源，才是當務之急。
為此，我們國家制定了相應的節水措施，
我國國家建設部決定每年6月份的第二周作為全國城市節約用水宣傳周，目的是認真貫徹《中華人民共和國水法》和國務院關於《城市節約用水管理規定》，從而增強人們計劃用水，節約用水的觀念。
如何節水呢？有以下幾種方法：
