試卷內容是一樣的，題目、選項順序都給打亂了，在同一考場上試卷是不完全相同的，在不同考場，不同地區，甚至不同學校考場所使用的卷都是不一樣，這里所說的不一樣僅僅只是答案的選項順序不一樣，據說有十幾套試卷。所以答案不能參考ABCD，而是要參照後面的選項。其目的是為了防止應考者在考場上作弊。

四級是省與省之間是不一樣的，各省有各自的試卷。2010年全國四六級考試是國家試行花捲考試的第一年。為保證公平公正的原則，從2010年開始，國家考試都將採用花捲的形式，英語四級考試已經不需要再填塗AB卷。以往每年都有考生忘記填塗AB卷影響成績，取消AB卷對大家來說應該是省去了一樁麻煩事。
