十八屆五中全會決定提出的全面放開二孩，是讓家庭在生育決策權上更有決定權，但家庭仍未掌握生育決策的所有權。
復旦大學社會發展與公共政策學院社會學系特聘教授王豐認為，從「單獨二孩」到「全面二孩」，我國計劃生育的改革還「留了一個小尾巴」。
