❶ 援外青年志願者選派和管理暫行辦法

第一條為規范援外青年志願者選派和管理工作，促進青年志願者援外服務工作的健康發展，特製定本辦法。第二條援外青年志願者是指利用國家對外援助資金，由專門機構選派到發展中國家，直接為發展中國家當地人民服務的青年志願人員。第三條援外青年志願者主要被派往對中國友好的發展中國家從事教育、醫療衛生和其他有益於發展中國家公益事業發展的服務。第四條援外青年志願者是國家援外人員的組成部分，以志願人員身份到發展中國家工作。第五條商務部是援外青年志願者援外服務的主管部門。

（五）品行端正，無犯罪、記過處分記錄；
（六）忠於祖國，樂於奉獻，熱愛志願服務事業，志願到發展中國家從事志願服務工作。第七條援外青年志願者應遵守派遣援外青年志願者的有關規定，遵守援外人員有關規定，接受中國駐外使領館的管理；遵守受援方的法律、法規，尊重受援方的風俗習慣及服務單位的各項規章制度。第八條商務部負責制定派遣援外青年志願者年度計劃，包括派遣國別、人數、服務崗位、服務時間以及資金預算等內容。第九條商務部負責與受援方有關部門商談、簽署合作協議。
中國青年志願者協會根據合作協議負責組織招募、選定、培訓和派遣援外青年志願者。第十條中國駐外使領館經濟商務參贊處（室）負責援外青年志願者在國外工作期間的管理工作。第十一條中國青年志願者協會可以通過商務部網站、中國志願服務網、新聞媒體等發布招募啟事，面向社會公開招募援外青年志願者，也可以根據需要有針對性地面向具體地區或單位進行定向招募。第十二條中國青年志願者協會根據公開、公正、公平的原則，按照集中考試、公布成績和錄取等步驟選拔錄用援外青年志願者。援外青年志願者名單報商務部備案。第十三條中國青年志願者協會應根據國家關於援外青年志願者的有關規定與援外青年志願者簽訂志願服務合同。第十四條援外青年志願者赴國外服務前，中國青年志願者協會應對援外青年志願者進行集中培訓，組織培訓前，應編制培訓方案並報商務部批准後實施。第十五條中國青年志願者協會根據國家關於援外人員派遣的有關規定，負責辦理援外青年志願者的出國手續。第十六條援外青年志願者國外服務期限為6個月至2年，一般應在1年以上。第十七條中國青年志願者協會應對援外青年志願者在受援方服務期間的表現進行考核，考核應徵求中國駐外使領館經濟商務參贊處（室）的意見，考核結束後應將考核結果上報商務部，並通知推薦單位或原工作單位。圓滿完成服務任務的援外青年志願者將獲得援外青年志願者榮譽證書，表現優秀的援外青年志願者可以被推薦到中國駐外使領館經濟商務參贊處（室）或援外專家組工作。第十八條援外青年志願者相關費用的規定由商務部會同有關部門制定。第十九條本辦法由商務部負責解釋，並自公布之日起30日後施行。
