北京奧運會、殘奧會賽會志願者通用政策
北京奧運會、殘奧會賽會志願者是指由北京奧組委組織招募，接受北京奧組委管理，需要制發奧運會、殘奧會身份注冊卡，賽會期間承擔相應崗位職責，在北京奧組委指定的時間和崗位工作，義務為北京奧運會、殘奧會服務的人員。本政策是面向奧運會、殘奧會賽會志願者制定的通用政策。
一、志願者的基本條件
（一）自願參加北京奧運會、殘奧會志願服務；
（二）1990年6月30日（含）前出生，身體健康；
（三）遵守中國法律法規；
（四）能夠參加賽前的培訓及相關活動；
（五）能夠在北京奧運會、殘奧會期間連續服務7天以上；
（六）母語為漢語的申請人應具備基本的外語交流能力，母語不是漢語的申請人應具備基本的漢語交流能力；
（七）具備志願服務崗位必需的專業知識和技能。
二、志願者的權利和義務
（一）權利
1．了解賽會志願者政策；
2．在崗位確定之前表達工作崗位的意願；
3．獲得必要的工作保障；
4．維護自身的正當權益；
5．參加賽會志願者評比表彰；
6．對賽會志願者工作提出意見和建議；
7．申請退出志願服務。
（二）義務
1．遵守奧林匹克憲章，遵守國際殘疾人奧林匹克委員會章程，傳播奧林匹克精神；
2．遵守北京奧組委各項政策和規章制度；
3．履行經本人簽署的志願服務承諾書；
4．完成相應的培訓；
5．服從北京奧組委對志願服務工作崗位的安排；
6．服從北京奧組委的指揮和調配，認真完成志願服務工作任務；
7．服從志願服務期間所在團隊的管理。
三、志願者的招募
（一）來源
奧運會、殘奧會賽會志願者主要在北京地區招募，以北京高校學生為主要來源，同時面向全國各省市自治區居民、港澳同胞、台灣同胞、海外華人華僑和外國人招募一定數量的賽會志願者。
（二）報名途徑
1．北京奧組委指定的相關機構，負責接收本單位內或特定區域內申請人的自願報名。
2．相關機構范圍以外的申請人，通過北京奧組委網路報名系統報名。
（三）報名時間
賽會志願者的報名時間為2006年8月至2008年3月。
（四）招募流程
1．賽會志願者的招募流程主要包括申請人報名、材料審核、面試、測試、崗位分配、背景審核、發出錄用通知等。
2．北京奧組委按照招募流程分批次在申請人中錄用賽會志願者，2007年8月發出第一批賽會志願者錄用通知。賽會志願者錄用工作於2008年5月完成。
（五）京外賽區賽會志願者的招募
青島、天津、上海、沈陽、秦皇島、香港賽區的賽會志願者招募工作，根據北京奧組委制定的統一政策，在北京奧組委的指導下，由各賽區賽事組織機構負責實施。
四、志願者的培訓
（一）培訓內容
1．通用培訓。通用培訓的內容包括奧林匹克基本知識、北京奧運會和殘奧會概況、中國歷史及傳統文化、北京歷史及文化生活、殘疾人服務知識和技能、禮儀規范、醫學常識及急救技能等。通用培訓將針對賽會志願者申請人廣泛開展。
2．專業培訓。專業培訓的內容包括按志願服務崗位的專業要求所應掌握的相關專業知識和技能。
3．場館培訓。場館培訓的內容包括場館功能、場館內比賽相關知識、內部設施、組織結構、規章制度等。
4．崗位培訓。崗位培訓的內容包括崗位職責、工作任務、業務流程、操作規范等。
（二）培訓方式
1．遠程培訓。遠程培訓主要包括網路培訓、廣電媒體培訓和函授培訓。
2．面授。
3．實踐培訓。實踐培訓主要包括公益實踐活動、專題活動和參加測試賽。
五、志願者的服務領域和班次安排
（一）服務領域
1．賽會志願者主要在場館（含競賽場館、訓練場館和非競賽場館）進行志願服務。根據奧運會、殘奧會運行的實際需要，部分賽會志願者的工作崗位具有流動性，不在固定場館進行志願服務。
2．賽會志願者的服務領域主要包括禮賓接待、語言翻譯、交通服務、安全保衛、醫療衛生、觀眾服務、溝通聯絡、競賽組織支持、場館運行支持、新聞運行支持和文化活動組織支持，及其他北京奧組委指定的領域。
（二）班次安排
賽會志願者原則上每天工作一個班次，一個班次不超過8小時。特殊崗位將視實際情況確定合理的時間班次。
六、志願者的保障和激勵
（一）工作保障
1．制發身份注冊卡；
2．提供工作制服裝備；
3．提供工作期間的餐飲；
4．提供市內特定區間的免費公共交通服務；
5．提供工作期間的人身意外傷害保險。
（二）表彰激勵
1．頒發奧運會、殘奧會志願服務證書和證章；
2．評選優秀賽會志願者個人、團隊和工作機構，授予榮譽稱號；
3．根據服務時間和服務效果，賽會志願者可以獲得奧運會、殘奧會紀念品；
4．奧運會、殘奧會結束後，建立志願者紀念設施。
（三）賽事舉辦地以外的賽會志願者，自行承擔從居住地到賽事舉辦地的往返交通費用，在賽事舉辦地的住宿費用和在工作期間以外的餐飲費用。
（四）對於不履行義務的賽會志願者，北京奧組委將根據相關規定，取消其北京奧運會、殘奧會賽會志願者資格。
《北京奧運會、殘奧會賽會志願者通用政策》由北京奧運會志願者工作協調小組負責解釋。
