1. 首先確定紙張大小，一般分為大八開正背面，如果內容很多，條件好些專還可以定為大四開；2. 需要到主屬管部門提交申請報告，說明辦報宗旨、目的、組成人員分工、責任編輯、審核人員等，根據級別確定報紙的發放范圍、報紙的批准文件等法律程序；3. 確定報頭題詞模式和效果，這個是需要考慮周全，不能三天兩頭改變報頭形象；4. 將報紙分幾大板塊，起碼：（1）頭版需要切合辦報的主題密切關聯的獨到新聞，如校內的發生的新聞，班級出現的夠級別題材的事件；（2）業務方面的題材，聯系本專業范圍的業務、商務方面的題材，如化學的，就上些國內外化工方面的有參考價值的素材資料；（3）登些相關測驗試題、英文趣聞等；（4）登些英文漫畫、插圖等；（5）發些由讀者們提供的圖片、文章；（6）刊登些內部的啟示、廣告、通知等，還可以登些社會上的經審查沒有負面法律責任的廣告、招聘通知等。（7）其他經主管部門同意的資料文稿等。
