在汹涌澎湃的现代化大潮中,重视抢救和保护传统文化,尤其是重要的文化遗产和优秀的民族民间文化艺术,已成为一项非常紧迫和重要的任务。现代化进程的加快发展,在世界范围内引起各国传统文化不同程度的损毁和加速消失,这会像许多物种灭绝影响自然生态环境一样影响着文化生态的平衡,而且还将束缚人类的创造力,制约经济的可持续发展及社会的全面进步。传统文化的保护和发展,既是对各民族文化之根的追溯,也为现在与未来的文化发展提供了丰富的资源。因此,在现代化进程中保护本土文化,倡导文化多样性,增强对本民族文化的认同感、归属感,促进文化资源和文化生态环境保护的良性互动,防止盲目的、急功近利的、破坏性的开发,已成为许多国家的共识。中国政府十分重视对传统文化的保护,愿意与各国交流这方面的经验和教训,探寻国际合作的方式,推动传统文化的保护工作的不断推进。
传统文化的保护,既包括物质形态的传统文化,也包括非物质形态的传统文化。目前,关于物质文化遗产保护的国内立法和国际协作机制已经比较完善,但在非物质文化遗产保护方面,有专门国内法的国家还很少,国际间的合作也还很不够。希望会议能够在关注物质文化遗产保护的同时,更加关注扩大和加强在非物质文化遗产保护方面的国际交流与合作。
现代化进程中传统文化的抢救和保护不仅涉及到观念问题,更重要的是方法问题,所以建议会议提请各国关注现代化进程与传统文化出现冲突时的具体解决办法。我们尤其希望会议在传统文化保护的主要措施,非物质文化遗产的立法模式和实践,国际间合作与交流的机制等具体操作层面做出创造性的工作。

坚持文化的民族性,继承和发扬各民族的优秀文化传统,是文化多样性的前提。不同民族的文化是不能互相代替的,没有文化的民族性就没有文化的多样性。越是民族的,就越是世界的。世界上各个民族都有其独特的文化和传统,在其发展的过程中,既要广收博采、熔铸万物,又必须保持其鲜明的个性和独立的品格。每个民族的文化传统作为其独特的精神财富是产生文化创造力的重要源泉和世界文化发展的基础。现代化的发展,从技术手段的进步,生活节奏的加快,电视、电脑、互联网和各种信息传播的普及,到文化产业以及文化与商业关系的密切,使传统文化的生存环境发生了巨大的变化。传统文化需要适应这种转型,才能在这种当代社会中生存和发展。
政府在传统文化的保护中应当发挥关键性作用,要研究政府如何通过政策调整实现文化继承与创新。各国政府需要采取对历史负责的态度来对待传统文化的保护,使之成为历史的忠实样本,使人们由此了解过去;另一方面,各国政府又需要让传统文化与现代社会相适应,使传统文化中积淀的优秀精神文化遗产为现代生活服务。在发展中继承传统文化,在继承中鼓励创新,使之适应现代社会和现代人精神生活的需要,同样是当代各国政府进行文化建设所面临的紧迫任务。
三、全球化背景下的文化交流与合作
世界各民族的文化具有不同的传统,具有各自的发展道路,不同传统文化应相互借鉴,共同繁荣,而不应排斥其他民族的文化。随着人类进步和时代发展,任何一种文明都不可能单独发展或孤立存在,东西方文明和各国文化的相互交流顺乎潮流,合乎人心。不同文化传统间的沟通有助于消除民族隔阂和偏见,有利于促进国家间政治、经济关系的发展。有利于在保护文化多样性前提下文化的共同发展。
在各国之间形成文化交流和发展的机制,加强联系和对话,减少冲突和磨擦,有利于在经济全球化过程中实现传统文化的继承和发展。经济全球化条件下保持文化的多样性的前提是尊重各国各民族文化的独立性和独特性。同时,需要不同文化间加强交流与交往。通过相互吸收,相互借鉴,可以达到文化的共同繁荣,这是一种在保持自身文化特征的前提下的相互促进关系。世界因不同而精采,交流因不同而必要,创新因交流而迸发。文化发展需要各民族间建构一种相互的交流环境。因此,在文化间相互尊重、相互学习,相互交流,形成一套文化交往基本准则和有效机制的体系,将成为各国面临的共同问题。这些准则和机制不仅应覆盖绝大多数国家,还应具有相当程度上的可操作性。
