India sets out its stall for global retailers

Global brands such as Reebok, Nokia, Louis Vuitton and Gucci will for the first time be able to own and operate their own stores in India after the country’s communist-backed government last night approved a liberalisation of foreign direct investment rules.

Consent to permit 51 per cent foreign investment in single brand retail operations was the most striking among a package of measures aimed at signalling the Indian government’s determination to kick-start a stalled programme of economic reforms.

However, the limited relaxation fell short of the wholesale opening of India’s retail sector that has been privately demanded by the world's most powerful retail groups. Companies including Wal-Mart and Tesco lobbied hard to be allowed into a market dominated by 9m “mom and pop” corner stores.

Last night's package of reforms will nonetheless be seen as a notable boost on the eve of the World Economic Forum at Davos, where a large Indian delegation, including Mukesh Ambani, chairman of Reliance Instries, India’s largest private sector company, and Nandan Nilekani, head of Infosys, the country's second biggest technology company, will be cheerleading for the Indian economy.

“This is the first time in 15 years that FDI has been reviewed in an integrated manner to remove anomalies and inconsistencies,” Kamal Nath, India's commerce minister, told the Financial Times. “Companies will be allowed to sell goods sold internationally under a single brand. Retailers of multiple brands, even if they are made by the same company, will not be allowed,” he added.

International retailers have until now been able to operate in India only through franchise arrangements with local partners, in contrast to China, which has thrown open its high streets to foreign investors.

India’s commerce ministry has yet to spell out how it will apply the cautious new policy, which has emerged despite an intense campaign by Indian instrial houses to keep the retail sector closed to foreign competition for as long as possible.

Bono sees Red as way to fight Aids scourge

American Express, Converse, Gap and Giorgio Armani are joining Bono, the rock star, to sell procts under a new brand – “Red” – that would dedicate some of its revenues to the fight against Aids in Africa.

The effort will include the creation of an Amex Red credit card that will be marketed first in the UK, aimed at an estimated 1.5m “conscience consumers” who are seen as more likely to buy procts that are associated with a social benefit.

Other Red procts to be sold this spring will include Converse sports shoes made with African mud-cloth, a new line of Gap vintage-style T-shirts – in red and other colours – and wraparound Emporio Armani sun glasses embossed with a Red logo.

Bono, the owner of the brand, said: “Red is a 21st century idea. I think doing the Red thing, doing good, will turn out to be good business for them.”

The venture, scheled to be announced today at the World Economic Forum in Davos, Switzerland, is the latest in a series of radical marketing experiments by big companies worried that television advertising is losing its punch.

Many of these efforts, such as Procter & Gamble’s Pampers.com information web site, are based on the idea of using good works or services to gain consumer attention – a notion some people are calling “corporate social opportunity”.

The money from Red will go to the Global Fund, a public-private partnership that has committed $4.5bn for Aids, tuberculosis and malaria programmes since it was creating in 2002. The focus of the Red donations will be on Aids programmes for women and children.

Amex has agreed to contribute 1 per cent of Red card transactions, plus 1.25 per cent of any spending above £5,000 a year.

Red was picked as the brand name because it is the colour of emergencies, echoing Bono’s well-known refrain that Aids is not a cause, but an emergency.

US plans reform of scrutiny panel to reassure investors

The US administration is launching an international campaign to persuade foreign investors that it is committed to an “open investment policy”, just months after intense political pressure in Congress forced CNOOC, the Chinese oil company, to abandon its multi-billion dollar bid for California-based Unocal.

Robert Kimmitt, the deputy Treasury secretary, writes in today’s FT that the administration will implement reforms to the Committee on Foreign Investments in the US, the secretive inter-agency panel chaired by the Treasury department that vets foreign takeovers of assets on national security grounds. The reforms are aimed at bringing greater certainty and transparency to the process.

Mr Kimmitt will also speak on the issue today at the World Economic Forum in Davos.

Although pressure from Congress was largely responsible for forcing CNOOC to withdraw its bid for Unocal, the anti-China storm in Washington prompted new questions about the role of CFIUS, which has the power to block foreign takeovers deemed a risk to US security.

Fears that the CNOOC bid would be tied up in the CFIUS review were a significant factor in Unocal’s decision to accept a competing offer from Chevron, the US oil company.

A senior Treasury official said the administrative changes involve dedicating more senior policy staff to oversee CFIUS reviews, enhancing transparency to Congress about the process, and asking companies to approach CFIUS informally with their proposed deals earlier in the process in order to begin talks about potential issues as soon as possible.

But the moves do not appear to curb the broad powers that CFIUS has to review foreign takeovers, and may expand them in some ways.

The official said, for instance, that it was legitimate for the US to subject foreign deals that involve subsidised loans by a foreign state to extra scrutiny. Chevron raised the issue ring the Unocal debate, saying that the CNOOC approach had an unfair advantage because of its access to state financing.

News and World Report(《美国新闻与世界报道》), The Economist(《经济学家》), Times(《时代周刊》)等等。

Text 3
In the early 1960s Wilt Chamberlain was one of only three players in the National Basketball Association (NBA) listed at over seven feet. If he had played last season, however, he would have been one of 42. The bodies playing major professional sports have changed dramatically over the years, and managers have been more than willing to adjust team uniforms to fit the growing numbers of bigger, longer frames.
The trend in sports, though, may be obscuring an unrecognized reality: Americans have generally stopped growing. Though typically about two inches taller now than 140 years ago, today’s people – especially those born to families who have lived in the U.S. for many generations – apparently reached their limit in the early 1960s. And they aren’t likely to get any taller. “In the general population today, at this genetic, environmental level, we’ve pretty much gone as far as we can go,” says anthropologist William Cameron Chumlea of Wright State University. In the case of NBA players, their increase in height appears to result from the increasingly common practice of recruiting players from all over the world.
Growth, which rarely continues beyond the age of 20, demands calories and nutrients – notably, protein – to feed expanding tissues. At the start of the 20th century, under-nutrition and childhood infections got in the way. But as diet and health improved, children and adolescents have, on average, increased in height by about an inch and a half every 20 years, a pattern known as the secular trend in height. Yet according to the Centers for Disease Control and Prevention, average height – 5′9″ for men, 5′4″ for women – hasn’t really changed since 1960.
Genetically speaking, there are advantages to avoiding substantial height. During childbirth, larger babies have more difficulty passing through the birth canal. Moreover, even though humans have been upright for millions of years, our feet and back continue to struggle with bipedal posture and cannot easily withstand repeated strain imposed by oversize limbs. “There are some real constraints that are set by the genetic architecture of the indivial organism,” says anthropologist William Leonard of Northwestern University.
Genetic maximums can change, but don’t expect this to happen soon. Claire C. Gordon, senior anthropologist at the Army Research Center in Natick, Mass., ensures that 90 percent of the uniforms and workstations fit recruits without alteration. She says that, unlike those for basketball, the length of military uniforms has not changed for some time. And if you need to predict human height in the near future to design a piece of equipment, Gordon says that by and large, “you could use today’s data and feel fairly confident.”

Up until a few decades ago, our visions of the future were largely——though by no means uniformly——glowingly positive. Science and technology would cure all the ills of humanity, leading to lives of fulfillment and opportunity for all.

Now utopia has grown unfashionable, as we have gained a deeper appreciation of the range of threats facing us, from asteroid strike to epidemic flu and to climate change. You might even be tempted to assume that humanity has little future to look forward to.

But such gloominess is misplaced. The fossil record shows that many species have enred for millions of years —— so why shouldn't we? Take a broader look at our species' place in the universe, and it becomes clear that we have an excellent chance of surviving for tens, if not hundreds, of thousands of years. Look up Homo sapiens in the "Red List" of threatened species of the International Union for the Conversation of Nature (IUCN) ,and you will read: "Listed as Least Concern as the species is very widely distributed, adaptable, currently increasing, and there are no major threats resulting in an overall population decline."

So what does our deep future hold? A growing number of researchers and organizations are now thinking seriously about that question. For example, the Long Now Foundation has its flagship project a medical clock that is designed to still be marking time thousands of years hence.

Perhaps willfully, it may be easier to think about such lengthy timescales than about the more immediate future. The potential evolution of today's technology, and its social consequences, is dazzlingly complicated, and it's perhaps best left to science fiction writers and futurologists to explore the many possibilities we can envisage. That's one reason why we have launched Arc, a new publication dedicated to the near future.

But take a longer view and there is a surprising amount that we can say with considerable assurance. As so often, the past holds the key to the future: we have now identified enough of the long-term patterns shaping the history of the planet, and our species, to make evidence-based forecasts about the situations in which our descendants will find themselves.

This long perspective makes the pessimistic view of our prospects seem more likely to be a passing fad. To be sure, the future is not all rosy. But we are now knowledgeable enough to rece many of the risks that threatened the existence of earlier humans, and to improve the lot of those to come.

2005 Passage 1

Everybody loves a fat pay rise. Yet pleasure at your own can vanish if you learn that a colleague has been given a bigger one. Indeed, if he has a reputation for slacking, you might even be outraged. Such behaviour is regarded as “all too human”, with the underlying assumption that other animals would not be capable of this finely developed sense of grievance. But a study by Sarah Brosnan and Frans de Waal of Emory University in Atlanta, Georgia, which has just been published in Nature, suggests that it all too monkey, as well.

The researchers studied the behaviour of female brown capuchin monkeys. They look cute. They are good-natured, co-operative creatures, and they share their food tardily. Above all, like their female human counterparts, they tend to pay much closer attention to the value of “goods and services” than males.

Such characteristics make them perfect candidates for Dr. Brosnan's and Dr. de waal's; study. The researchers spent two years teaching their monkeys to exchange tokens for food. Normally, the monkeys were happy enough to exchange pieces of rock for slices of cucumber. However, when two monkeys were placed in separate but adjoining chambers, so that each could observe what the other was getting in return for its rock, their behaviour became markedly different.

In the world of capuchins grapes are luxury goods (and much preferable to cucumbers) So when one monkey was handed a grape in exchange for her token, the second was reluctant to hand hers over for a mere piece of cucumber. And if one received a grape without having to provide her token in exchange at all, the other either tossed her own token at the researcher or out of the chamber, or refused to accept the slice of cucumber .Indeed, the mere presence of a grape in the other chamber (without an actual monkey to eat it) was enough to rece resentment in a female capuchin.

The researches suggest that capuchin monkeys, like humans, are guided by social emotions, in the wild, they are a co-operative, groupliving species, Such co-operation is likely to be stable only when each animal feels it is not being cheated. Feelings of righteous indignation, it seems, are not the preserve of people alone, Refusing a lesser reward completely makes these feelings abundantly clear to other members of the group. However, whether such a sense of fairness evolved independently in capuchins and humans, or whether it stems form the common ancestor that the species had 35 million years ago, is, as yet, an unanswered question.

21. In the opening paragraph, the author introces his topic by
[A]. posing a contrast.
[B]. justifying an assumption.
[C]. making a comparison.
[D]. explaining a phenomenon.

22. The statement “it is all too monkey” (Last line, paragraph l) implies that
[A]. monkeys are also outraged by slack rivals.
[B]. resenting unfairness is also monkeys' nature.
[C]. monkeys, like humans, tend to be jealous of each other.
[D]. no animals other than monkeys can develop such emotions.

23. Female capuchin monkeys were chosen for the research most probably because they are
[A]. more inclined to weigh what they get.
[B]. attentive to researchers' instructions.
[C]. nice in both appearance and temperament.
[D]. more generous than their male companions

24. Dr. Brosnan and Dr. de Waal have eventually found in their study that the monkeys
[A]. prefer grapes to cucumbers.
[B]. can be taught to exchange things.
[C]. will not be co-operative if feeling cheated.
[D]. are unhappy when separated from others.

25. What can we infer from the last paragraph?
[A]. Monkeys can be trained to develop social emotions.
[B]. Human indignation evolved from an uncertain source.
[C]. Animals usually show their feelings openly as humans do.
[D]. Cooperation among monkeys remains stable only in the wild.

.参consumption,2002年Text 3。assumption — the mother of screw-up 臆断——把事情弄糟的根源。

①Such behaviour is regarded as “all too human”, with the underlying assumption that other animals would not be capable of this finely developed sense of grievance.
②when two monkeys were placed in separate but adjoining chambers, so that each could observe what the other was getting in return for its rock, their behaviour became markedly different.
该句子的主句是their behaviour became markedly different.

2005 Passage 2

Do you remember all those years when scientists argued that smoking would kill us but the doubters insisted that we didn't know for sure? That the evidence was inconclusive, the science uncertain? That the antismoking lobby was out to destroy our way of life and the government should stay out of the way? Lots of Americans bought that nonsense, and over three decades, some 10 million smokers went to early graves.
There are upsetting parallels today, as scientists in one wave after another try to awaken us to the growing threat of global warming. The latest was a panel from the National Academy of Sciences, enlisted by the White House, to tell us that the Earth's atmosphere is definitely warming and that the problem is largely man-made. The clear message is that we should get moving to protect ourselves. The president of the National Academy, Bruce Alberts, added this key point in the preface to the panel's report “Science never has all the answers .But science does provide us with the best available guide to the future, and it is critical that out nation and the world base important policies on the best judgments that science can provide concerning the future consequences of present actions.”
Just as on smoking, voices now come from many quarters insisting that the science about global warming is incomplete, that it's Ok to keep pouring fumes into the air until we know for sure. This is a dangerous game: by the 100 percent of the evidence is in, it may be too late. With the risks obvious and growing, a prudent people would take out an insurance policy now.
Fortunately, the White House is starting to pay attention. But it's obvious that a majority of the president's advisers still don't take global warming seriously. Instead of a plan of action, they continue to press for more research-a classic case of “paralysis by analysis”.
To serve as responsible stewards of the planet, we must press forward on deeper atmospheric and oceanic research But research alone is inadequate. If the Administration won't take the legislative initiative, Congress should help to begin fashioning conservation measures .A bill by Democratic Senator Robert Byrd of West Virginia, which would offer financial incentives for private instry is a promising start Many see that the country is getting ready to build lots of new power plants to meet our energy needs. If we are ever going to protect the atmosphere, it is crucial that those new plants be environmentally sound.
26. An argument made by supporters of smoking was that
[A]. there was no scientific evidence of the correlation between smoking and death.
[B]. the number of early deaths of smokers in the past decades was insignificant.
[C]. people had the freedom to choose their own way of life.
[D]. antismoking people were usually talking nonsense.
27. According to Bruce Alberts, science can serve as
[A]. a protector.
[B]. a judge.
[C]. a critic.
[D]. a guide.
28. What does the author mean by “paralysis by analysis” (Last line, paragraph 4)
[A]. Endless studies kill action.
[B]. Careful investigation reveals truth.
[C]. prudent planning hinders.
[D]. Extensive research helps decision-making.
29. According to the author, what should the Administration do about
[A]. Offer aid to build cleaner power plants.
[B]. Raise public awareness of conservation.
[C]. Press for further scientific research.
[D]. Take some legislative measures.
30. The author associates the issue of global warming with that of smoking because
[A]. they both suffered from the government's negligence.
[B]. a lesson from the latter is applicable to the former.
[C]. the outcome of the latter aggravates the former.
[D]. both of them have turned from bad to worse.

prudent adj. It's prudent to take a thick coat in cold weather when you go out.
paralysis n.
paraphrase  (n.v. 以para-为前缀的单词还有paragraph(文章的段、节;短评)←para+graph写;parameter(参数)←para+meter计量;parasite(寄生虫)←para+site地点。
analysis  n.

take the legislative initiative
take the initiative 带头,开始着手 took the initiative in trying to solve the problem.
initiative  n.
legislative  adj.

①The latest was a panel from the National Academy of Sciences, enlisted by the White House, to tell us that the Earth's atmosphere is definitely warming and that the problem is largely man-made.
②But science does provide us with the best available guide to the future, and it is critical that out nation and the world base important policies on the best judgments that science can provide concerning the future consequences of present actions.”
从句的主干是our nation and the world base…policies on…judgments,judgments后接有两个定语结构,一是that引导的定语从句,一是concerning分词结构。
③Just as on smoking, voices now come from many quarters insisting that the science about global warming is incomplete, that it's Ok to keep pouring fumes into the air until we know for sure。
该句子的主干是voices now come from many quarters;句首Just as结构做比较状语,意为“正如…
所以选A。
