攻辩规则：

②攻辩时间内，质询者应询问问题，不得自行申论或就质询所获之结果进行引申，否则视为违规。质询者自行申论或引申发言时，答辩者有权要求其停止。
③答辩者应回答质询者所提之任何问题，但问题明显不合理时，答辩者得说明理由，拒绝回答。
④答辩者可以要求质询者重述其质询，但不得恶意为之，否则视为违规。
⑤答辩者不得对质询者提出询问，否则视为违规。
⑥答辩者提出反质询时，质询者得要求其停止，并拒绝回答
（三） 自由辩论阶段〔反方先开始〕（辩论时间8分钟，每队各累计时间4分钟）
1、 反方累计用时4分钟
2、 正方累计用时4分钟
自由辩论规则：
①自由辩论时间总共为8分钟，每队各4分钟。
②自由辩论必须交替进行。当自由辩论开始时，先由反方任何一名队员起立发言。完毕后，正方的任何一位队员应立即发言，双方依次轮流发言，直到双方时间用完为止。
③在自由辩论时间里，每一位辩手的发言次序、次数和时间均不受限制。
④当一队的发言时间剩30秒钟时，将有一声哨声提示，当该队的发言时间用完时，会有两声哨声提示，该队应立即停止发言。
⑤如果一队的发言时间已经用尽，不能发言，另一队还有剩余时间，则该队的辩手可以继续发言，直到该队的时间用完为止。
⑥自由辩论是检验一个队整体配合能力以及每一位辩手实力的重要阶段。辩手应充分利用这段时间，简洁明了地加强自己的论点，机智有力地反驳对方的论点，如果只是空洞无物的攻击或有意回避对方的质询及发言观点，或者出现语误、空场等情形，都将影响该队的成绩。
（四） 总结陈述阶段

1、每队可以被3个观众提问，每个观众只能提问1个问题

英语辩论赛流程
一、英语辩论赛流程
1、主持人致辞：
宣布辩题及辩题相关背景资料；介绍选手及正反方所持观点等；介绍评委等。
2、比赛阶段：
比赛由正方和反方组成，双方各2名选手，选手可自行分工，分别担任一辩、二辩。
辩论具体进行过程如下：
（一）阐明立场阶段（2分钟）：
由双方一辩进行观点说明。也就是辩论双方针对辩论赛主题进行观点阐述。
1）正方一辩发言（1分钟）
第1分钟结束时--举牌提示,最后15秒--举牌提示。
2）反方一辩发言（1分钟）
第1分钟结束时--举牌提示,最后15秒--举牌提示。
（二）攻辩阶段（2分钟）：
1）正方二辩选择反方二辩（1分钟）
提问时间为10秒，回答时间为50秒。
2）反方二辩选择正方二辩（1分钟）

（三）自由辩论阶段（2分钟）：
时间是双方各2分钟。由正反双方（四个辩手均可发言）自由轮流发言。发言辩手落座为发言结束，同时另一方开始发言，另一辩手必须紧接着发言，若有间隙，累计时间照常进行。同一方的发言次序不限。如果一方用时已完，另一方可以继续发言，也可以向主持人提出不发言。
（四）讨论时间（2分钟）：
在讨论时间内，观众可向正反方各提一个问题，由双方选派一名选手作答。该环节主要是增加比赛观赏性，不影响比赛结果。
（五）结辩陈词阶段（2分钟）：
由双方2辩进行结辩陈词。也就是辩论双方针对辩论赛整体态势进行总结陈词。
1）反方2辩总结（1分钟）
最后15秒--举牌提示。
2）正方2辩总结（1分钟）
最后15秒--举牌提示。
3、主持人致辞：
比赛结束。
二、比赛阶段注意事项:
1、发言者必须在规定的时间内完成自己的发言；
2、在辩论时不要随意打断别人的话；
3、尊重主持人及评委的评判；
4、在辩论中，辩手可以使用道具、图表和物品作为辅助手段以强化自己的陈辞，但尺寸不能过大，以免遮挡；
