本競賽內容主要包括大學英語學習階段應掌握的英語基礎知識和讀、聽、說、寫、譯五方面的技能，特別是英語綜合運用能力。本年度競賽分A、B、C、D四個類別，全國各高校的研究生及本、專科所有年級學生均可自願報名參賽。A類考試適用於研究生參加；B類考試適用於英語專業本、專科的學生參加；C類考試適用於非英語專業的本科生參加；D類考試適用於體育類和藝術類的本科生和高職高專類的學生參加。本競賽面向大多數學生，提倡「重在參與」的奧林匹克精神，堅持自願報名參加的原則，避免僅僅選拔「尖子」參加競賽，而把大多數學生排除在競賽之外的做法。 本競賽分初賽和決賽兩個階段進行。初賽和決賽均為全國統一命題。初賽包括筆答和聽力兩種方式。決賽分兩種方式，各地可任選一種：第一種是只參加筆試，第二種是參加筆試和口試。只參加筆試的學生的決賽成績滿分(含聽力)為150分。既參加筆試又參加口試的學生賽卷的筆試卷分數為150分(含聽力)，口試卷分數為50分，滿分是200分。
