閱讀對於學習者來說，既是目的又是一種手段。因為，作為人，閱讀一篇文章或一本書首先是為了獲取信息，而作為小學英語的教學，又是希望通過閱讀幫助學生學英語，通過閱讀幫助學生鞏固所學的字詞句，發展聽說讀寫的能力。所以英語閱讀教學的目的與英語閱讀的目的有所不同。小學英語閱讀教學是培養學生聽、說、讀、寫四項技能的綜合能力。

英語閱讀教學的目的是英語課標語言技能中的其中一項，語言技能是構成語言交際能力的重要組成部分。語言技能包括聽、說、讀、寫四個方面的技能以及這四種技能的綜合運用能力。聽和讀是理解的技能，說和寫是表達的技能，這四種技能在語言學習和交際中相輔相承，相互促進，學生應通過大量的專項和綜合性語言實踐活動來形成綜合語言運用能力。為真實的語言交際打下基礎。另外小學英語閱讀教學是教師通過開展有效的閱讀教學活動，培養學生良好的英語閱讀習慣，使學生在輕松愉快的環境下獲取信息，得到感知語言的能力，從而達到全面提高英語能力的目的。
