Many countries will experience aging populations in the next century because of declining birth and mortality rates. China will soon join their ranks. According to statistics, the aging of China's population will approach its peak by the middle of the next century, with the percentage of the people aged beyond 60 making up 27.4 percent of the total. That means one out of every four people will be elderly.

As for the issue of aging, its situation has been growing increasingly severe in spite of the fact most people are still ignorant of the problems it brings about. 第一，提高對老齡化問題的認識。要加強輿論宣傳和引導，強調我國人口 老齡化趨勢加快的嚴峻性，對社會經濟發展影響的緊迫性，以及實施健康老齡化戰略的重要性，提高各級政府和領導的思想認識，增強全社會的老齡意識。
第二，明確國家老齡工作的方向。將實施健康老齡化戰略納入國家"十五" 計劃和中長期發展規劃中，結合經濟發展進程和城鄉不同情況，精心設計和構築我國老齡的工作體系，明確提出目標要求、工作重點、投入力度、檢查標准。
第三，落實到各地的發展計劃中。要求各級政府高度重視，把本地區老齡工作列入議事日程，根據國家的要求，結合自己的實際，納入當地的經濟和社會發展計劃中，採取分工負責和齊抓共管方式，對老齡工作有管理、有服務、有措施、有檢查。
2、 走家庭養老和社會養老相結合的養老道路。建立以家庭養老為基礎，社 區養老服務網路為輔助，公共福利設施養老手段為補充，社會保險制度為保障的居家養老體系，把老年人自身、家庭、社會和國家作用有機的組合起來，使之發揮出最佳效用。具體建議是：
第一，居家養老環境。為了使老年人起居方便，住宅設計要充分考慮方便老年人和滿足老少戶可分可合的需求，公共設施要安排方便老年人活動的場所，使得絕大多數老年人生活在自己的家庭里，繼續發揮家庭養老功能，倡導健康的生活方式，完善具有尊老敬老傳統的家庭養老體系。
第二，加快社區老年服務建設。在城鎮建設規劃中，要充分考慮人口老齡化趨勢，合理規劃社區藍圖，使老年人能就近得到咨詢、購物、清掃、陪伴、護理、緊急救護等各種服務，並為老年人學習、文體、康樂、交往等社會活動的需求提供條件，逐步建成適合城鄉不同特點、多層次、多功能、多項目的社區老年人服務體系。
第三，適度發展公共養老的福利設施。對政府設立的敬老院等養老、安老機構和設施，要根據當地經濟發展水平和需要公共福利機構撫養的老人情況，政府要繼續增加投入，努力改善設施條件，逐步提高居養水平。鼓勵和扶持社會民辦公共養老設施，制定優惠政策積極發展福利性公共養老設施，形成對家庭養護困難老人的救助保障體系。
第四，健全老年人社會保障制度。要採取各種措施，完善城鎮離退休人員基本養老金的正常增長機制，完善相對獨立的養老金經辦機構，負責養老金的徵收、給付、營運和管理，用發國債形式探索建立養老保險基金，保證全額按期予以支付。農村要逐步推行自我儲蓄和家庭保障為主、集體補助為輔、國家予以政策扶持的農村養老保障制度，並積極推進城鄉養老、醫療方面的社會保險和商業保險，逐步建立起城鄉老年人的社會保障體系。
3、 積極發展老齡產業。老齡產業是為了滿足老年人物質和精神生活需求而 形成的產業，既包括生產性產業，也包括服務性產業，是解決人口老齡化問題的重要手段。發展老齡產業，一是要從我國實際出發，以滿足老人物質和精神生活的需要為目的；二是要以市場為導向，按經濟規律辦事，三是要保證養老費用的合理使用，提高老年人的消費能力。具體建議是：
第一，市場機制帶動老齡產業發展。國家要根據人口老齡化發展趨勢，圍繞老年人物質需求和精神需求，對一些產業進行結構調整，開發生產適用對路的各種老年用品，鼓勵和引導老年產品市場的發展。經濟管理部門應運用市場機制，制定一些必要的優惠政策，扶持具有福利性質的為老服務產業發展。
第二，以老齡產業發展社會福利事業。城鄉養老社會化服務要逐步走產業化發展路子，在財政給予必要資助的同時，鼓勵社會團體和個人參與，啟動老齡產業機制來興辦社會福利設施，實行誰投資誰管理，依法進行經營，調動各方面的積極性。
第三，努力降低為老服務產業發展成本。要充分利用現有社會資源發展老齡產業，多層次、多渠道籌集發展老齡產業的資金，努力提高資金利用率。充分利用金融杠桿作用，在稅費徵收政策上，考慮扶持為老服務產業的發展。
4、加快完善老年法律法規體系。依法治國是我國社會主義現代化建設的基本方略，依法治理人口老齡化帶來的社會經濟問題，應是下個世紀老齡工作重要內容。具體建議是：
第一，加大有關老年法律法規的執法力度。法律部門要堅決制裁侵害老年人合法權益的不法行為，依法合理調整老年群體與其他群體、老年人之間的關系，加強民事調解工作，促進家庭和睦與社會穩定。
第二，加快完善老年立法步伐。在2005年左右時間，國家要盡快出台養老保險、醫療保險、社會救濟、老年人福利等有關社會保障方面的法律法規，使老年人的生活獲得切實保障；在2010年左右時間，制定出老年人參與社會發展法、新的老齡事業發展綱要等大部分老年法律法規，形成以老年人權益保障法為基本法的老年法律體系。
第三，進一步弘揚中華民族敬老養老的傳統美德。加大宣傳普及老年法的力度，將老年人法規列入國家普法教育計劃，加強執法檢查監督，積極開展老年人的守法教育和政治思想教育工作，表彰敬老養老先進典型，依法懲處殘害和虐待老人行為，營造出健康老齡化的良好社會環境。
5、進一步加強對老齡工作的領導。面對我國人口老齡化趨勢，老齡工作只能加強，不能削弱。各級黨委和政府要充分認識做好老齡工作的重要性，進一步加強和改善對老齡工作的領導。具體建議是：
第一，加強黨中央對老齡工作的領導。在2000年前，以黨中央名義發布公開信或文件，要求各級黨組織、各級政府和廣大黨團員從戰略高度和政治高度做好老齡工作。將老齡工作納入到每年三月全國人代會中央政治局召開的人口、資源、環境座談會內容，及時對我國老齡工作進行重大部署。
第二，健全政府的老齡事務管理機構。國家應盡快成立高層次的老齡事務議事協調機構，通盤制定我國老齡事業發展的方針政策，對一些重大問題進行協調。將中國老齡協會改組為國務院直屬的老齡事務管理局，作為國家老齡事務議事協調機構的辦事機構，授權行使必要的行政職能，理順老齡工作管理系統的體制，充實老齡專職工作人員，加強對老年人工作的管理、教育和服務。
第三，擴大老齡工作社會化服務隊伍。安排部分下崗職工和社會各方面的志願力量，承擔起社區為老年人服務的有關工作，發動居委會、村委會組織低齡老年人開展自助服務。在一些大學對老齡專業管理人才進行培養，加強老齡科研機構建設，組合各方面專家學者，深入開展老齡問題的科學研究。健全立法監督管理機構，加強老齡事務的立法工作和法律監督，推動老齡事業步入法制化管理的軌道。
